Executive Summary Update to Comprehensive Plan - Year Seven

After extensive input from the community, the Board of Trustees in July 2010 adopted a comprehensive plan laying out goals for our community and objectives by which to accomplish them. We – including our administration, staff, employees, and appointed board members – use them as the guiding principles behind the decisions that we make on a daily basis. The comprehensive plan highlights the community’s future intentions, but it also assists the Township by serving as a guide for the overall growth and redevelopment for residents, businesses, and public officials; serving as a basis for administering the zoning resolution and for making reasonable decisions on development and rezoning applications; promoting innovative, sustainable, and green development and redevelopment practices; ensuring the continuity of long-range economic development, planning, and capital improvement policies and programs; assisting the Township in applying for state and federal grant programs; preserving the aesthetic and natural character of Howland Township; and promoting the safety, prosperity, health, morals, and aesthetics of our residents.

MONDAY THAT BEGINS YOUR SIDE OF THE TOWNSHIP

Eastside: Streets and areas east of Mosquito Creek.
Starts: Monday October 23rd through Friday, November 3rd

Westside: All streets off of North Road, including North Road within Howland Township.
Starts: Monday November 6th through Friday, November 17th

  • ONE PASS WILL BE MADE ON EACH STREET
  • The night before pick-up begins on your side of the Township your branches must be at the curb.
  • Cut end facing the street. Only trimmed or pruned, root-free branches, up to 6" in diameter.
  • Wood pile should be no larger than 4' x 8'.
  • Excessively large piles will not be picked up.  DO NOT combine piles with your neighbors so that the pile is larger than the allowed 4' x 8'.
  • No firewood, large logs, or complete trees will be picked up (a commercial tree service must be used).

Leaf Pick-Up will begin October 23rd through December 15th 2017.

IMPORTANT: If your garbage hauler is Republic Services, our preferred hauler, they will pick-up a maximum of 10 bags of leaves per week during your regular garbage pick-up.  If you have someone other than the above garbage haulers, you will have to check on what their policy is.

All leaves MUST BE placed in PAPER BIODEGRADABLE BAGS ONLY.

Acceptable bags are made of heavy kraft type paper which are clearly labeled BIODEGRADABLE or COMPOSTABLE. Any size bag is acceptable.

Please be aware “Recyclable” bags are NOT biodegradable. If you do not wish to use biodegradable bags, you will have to use a lawn service to dispose of your leaves.  The EPA is very strict on how yard waste is disposed.

Howland Township announces that Constellation NewEnergy-Gas Division, LLC has been chosen as the preferred supplier for its Natural Gas Program.  This includes a fixed rate of $3.45 per Mcf.  This pricing will be effective for your December 2017 through March 2019 billing cycles.  

Trumbull County has worked with Constellation to negotiate this group rate for residents and small business owners.  This means that you can get a cost-effective natural gas supply from one of the largest retail gas suppliers in the country.  There is no opt-out fee.

If you are in contract with another supplier; contact your chosen supplier for questions about your contract, including whether you have a cancellation fee for early termination.

Those wishing to join the program supplied by Constellation should expect to receive a notice in the mail early October.  The notice will explain the rate, terms and conditions, and options for enrolling in the natural gas program.

Residents are asked to contact Constellation online at http://constellation.com or at 844-809-6834 to enroll or if they have questions.
