We would like to take this opportunity to explain the Howland Fire Department and a few of the activities and programs the Fire Department is involved in and may involve you or your business.

We currently operate as a combination department. This means the department is staffed by a combination of full-time career firefighters, volunteer firefighters and part-time firefighters. We operate from three fire stations. The main fire station is at 169 Niles Cortland Rd NE, We also have Station 32 at the intersection of Wilson Ave NE and Overland Ave NE and Station 31 is located on Ridge Rd. SE by the two water tanks.

We provide the following services to our community.

  • Emergency Medical Services:
We currently have four advanced life support units available.
  • Fire Suppression:
Response to unfriendly fires of all types including structural, commercial, automobiles, and brush fires.
  • Rescue Services:
The department houses the Trumbull County Technical Rescue Equipment. We also are equipped for Auto Extrication, Ice Rescue, Confined Space, and Trench Rescue Response.
  • Fire Prevention/Inspection:
We review all construction and remodeling projects for commercial buildings. We also conduct fire safety inspections of our businesses. We try to inspect each building at least once each year. During our fire safety inspections the primary goal is to assure that your facility is complying with the requirements of the Fire Code. Our inspectors will make every effort to help you correct violations that may exist.
  • Public Education:
We also have a public education program that includes fire extinguisher classes and several other target programs. If you have any questions concerning the Howland Fire Department or any of the information I have provided you, please contact the department at 330-856-5022.
  • Knox Box Program
    knoxbox
The department uses the KNOX-BOX system for rapid access. Each KNOX-BOX is keyed to a single master key controlled by the fire department. With the Knox System, there is no waiting for a property owner to unlock the door in the middle of the night, and no forcing the door open to gain entry. The Knox Rapid Entry System reduces response time, property damage and the liability for lost keys. The department uses a key retention system to maintain control of our master keys

New Business Information and Pre-Inspection Checklist

Letter from the Chief

Hello and Thank You for allowing us to help you maintain a fire safe business.

The mission of the Fire Prevention Bureau is to save lives and protect property by providing effective fire prevention education, quality inspection and code enforcement, and working with our business community to maintain buildings in safe and compliant condition to prevent fires. The Fire Department uses the Ohio Fire Code 2011 Edition and the Ohio Building Code 2011 Edition. These codes are maintained by the State of Ohio and are both available online for your review. We take our mission very seriously and will do everything possible to help you to maintain a fire safe business. Our visits are more than just a thorough fire safety inspection; we are also able to assist you with the development of evacuation plans and assist in providing employee safety education and programs.

The Fire Department participates in the plan review process. As a part of the process when plans are submitted to the Trumbull County Building Department a copy is forwarded to the Fire Department for review. Plans are reviewed for compliance with the fire and building codes, issues or concerns are then addressed to the Building Official for further action. It is our desire to identify any areas of concern prior to construction beginning. It is our goal to address these items while it is just a matter or changing a drawing and not trying to change items after construction.

As a part of our inspection process, members of the department often will inspect your building during the construction or remodeling phase to assure that all applicable codes are being met. The Fire Department will also conduct a “Final Inspection” in cooperation with the Trumbull County Building Department prior to a “Certificate of Occupancy” being issued for your building.

During your initial fire safety inspection the department will request that you provide the department with information concerning your business and building. This information includes items such as emergency contact phone numbers for use should an emergency occur at your business after normal hours. Prior to opening a business in the Township, businesses will need to obtain an occupancy permit. You can contact the Fire Prevention Bureau and request a new business inspection. During the inspection we will review with you all of the applicable codes for your type of occupancy and business use. We will also issue you an Occupancy Permit. This permit is valid for as long as you continue to operate your business at this location. If you change the type of business or move to a new location in the Township you would be required to purchase a new occupancy permit.

We have designed this pamphlet to help you prepare for your annual inspections. We encourage you to conduct your own inspection monthly, utilizing the following checklist. You can also download a copy of our more in depth self-inspection list or a full inspection form to use from the web site. If you have any questions and call our office at 330-856-5022. It is important to use this checklist and be safe every day.

Please allow a 48 hour notice to schedule an inspection.

Thank you and good luck in your ventures.
